2.3 CONSULTATION WITH CAPTAINS

Before the toss, the umpires and captains must agree any special playing conditions:

Competition regulations, applicable to the match, need to be explained to the captains such as
    interpretation of a Wide ball
    limitation in number of overs a bowler can bowl
    fielding restrictions
Everybody must be aware of the clock or watch to be used during the match and the arrangements if the official timepiece fails
Many provisions of the Laws depend on accurate timing such as at the fall of a wicket, length of intervals, start of the last hour, and the umpires must be aware of the time

During their walk around the ground, the umpires may have encountered some obstacles within the field of play which cannot be moved such as a broken-down roller. The umpires will inform the captains of their ruling should the ball strike the obstacle
