41.2 RESPONSIBILITY OF UMPIRES
The umpires are responsible for deciding what is fair and what is unfair
There may be actions which the umpires consider unfair but the actions do not fall within the provisions of any Law
If an umpire considers an action to be unfair and not covered by the Laws, he must call and signal Dead ball if the ball is in play
The procedure to follow is described in detail in Law 42.19 (Penalty runs)
