28.4 LIMITATION OF ON SIDE FIELDERS

The umpire at the striker's end will call and signal No ball if
    at the instant of delivery

    there are more than 2 fielders (other than the wicket-keeper)

    behind the popping crease

    on the leg side of the pitch
The striker's end umpire may have to cross to the off-side to observe a possible infringement, he does not have to say why he is crossing over but must inform
    his colleague
    the striker
    captain of the fielding side
The No ball signal is repeated to the scorers by the bowler's end umpire when the ball becomes dead
