21.3 BALL THROWN OR DELIVERED UNDERARM ACTION BY THE UMPIRES

A delivery is fair if when the bowler's arm has reached shoulder level in the delivery swing
    there is no straightening of the arm at the elbow
    during the last part of the swing
    prior to the release of the ball
If the ball is delivered without meeting the above criteria, the ball is deemed to be a throw and will be called and signalled No ball by either umpire

It is legal for a bowler to rotate or flex his wrist when his arm is in the delivery swing
