20.4 UMPIRE CALLING AND SIGNALLING

4 One or both bails fall from the striker's wicket or the wicket-keeper accidentally removes either or both bails before the striker has an opportunity to play the ball

The reason for the call is so that the fielding side is not denied the possibility of dismissing the striker because of the reduced chance of his wicket being broken because a bail is missing

Action is required by an umpire if a bail is removed from the bowler's end wicket by the bowler delivering the ball (This action results in a call and signal of No ball)
