24.4 PLAYER RETURNING WITHOUT PERMISSION
If the fielder returns without permission and is not in contact with the ball, he will not incur a penalty
The umpires should not wait until he is in contact with the ball and then penalise him
They should immediately advise the fielding captain of his obligations and remind him that in future permission should be sought
